For entry to the full Vivian Creek trip, you will enter about 1000' into the San Gorgonio Wilderness of the San Bernadino National Forest. Permits are obtained through the Mill Creek Ranger Station (http://www.fs.fed.us/r5/sanbernardino/contact/millcreek.shtml):

Please do not try to sneak in without a permit. Rangers are often checking the lower Vivian Creek trail, and will turn people around who lack a permit even if not yet in the Wilderness, especially on high-use days when the trailhead quota has been filled.
TIP: Unlimited backcountry "explorer" permits are available. Call ahead and use them for accessing the canyons.
